Job Summary:
We are seeking an experienced Senior Business Analyst with 12+ years of experience in the State Healthcare domain to join our team. The ideal candidate will have deep expertise in Medicaid, Medicare, or other state-sponsored healthcare programs, along with a strong background in business process analysis, system implementation, and stakeholder collaboration.
Key Responsibilities:
Lead and facilitate requirement-gathering sessions with stakeholders, business users, and IT teams.
Analyze and document business processes, workflows, and system functionalities related to State Healthcare programs (Medicaid, Medicare, CHIP, etc.).
Develop Business Requirements Documents (BRD), Functional Requirements Documents (FRD), and Use Cases.
Work closely with developers, QA teams, and project managers to ensure smooth system implementation.
Conduct gap analysis and recommend process improvements in healthcare systems.
Collaborate with state agencies, vendors, and third-party partners to support healthcare IT initiatives.
Ensure compliance with federal and state regulations, such as HIPAA, CMS guidelines, and MMIS standards.
Participate in User Acceptance Testing (UAT) and validate that system functionalities meet business needs.
Provide expertise in data analysis, reporting, and business intelligence for healthcare analytics.
Assist in training end-users and developing training materials.
Required Qualifications:
12+ years of experience as a Business Analyst with a focus on State Healthcare programs.
Strong knowledge of Medicaid Management Information Systems (MMIS), Affordable Care Act (ACA), Medicaid, and Medicare.
Experience working with Healthcare IT projects, Electronic Health Records (EHR), and Health Information Exchange (HIE).
Expertise in process modeling, gap analysis, and business workflow optimization.
Proficiency in SQL, data analysis, and reporting tools for healthcare data analytics.
Familiarity with Agile, Scrum, and Waterfall methodologies.
Experience with JIRA, Confluence, Visio, and other BA tools.
Strong communication, stakeholder management, and presentation skills.
Preferred Qualifications:
Previous experience working with State Medicaid Agencies or CMS-funded projects.
Certifications such as Certified Business Analysis Professional (CBAP), PMI-PBA, or SAFe Agilist.
Experience with CMS certification process and healthcare policy compliance.
Knowledge of FHIR, HL7, and EDI transactions (837, 835, 270/271, etc.).
